This past year has seen an increased interest by the Government to regulate the conduct of its government contractors. Recent final regulations issued by the FAR Council and the DoJ have established obligations upon contractors to create and administer a code of business ethics. Additional proposed regulations go even further, making mandatory what otherwise would be "voluntary" disclosures of fraud-related matters in the preliminary stages of internal investigation.
